Local legal and tax paying residence? One liberal concept our country was founded on is no taxation without representation. The State of California is sovereign. California's state constitution allows individual charter cities to set local election rules.

The whole damn state is Progressive Socialist Communist proofed. The outside forces that promoted the takeover of the state negated no taxation without representation for Republicans and others over decades and went ballistic just in the last 25 years or so with savage legislation. Now it is corrupted as it can get. Like 2nd and 3rd world nations it is purely privileged. The powerful unions get what they want and those who have gripes are pissed and vote for the evil who pass themselves off as ambassadors to utopia. They have had ample time for that. And have failed. The mayor of L.A. would not be qualified to clean toilets in an African village. To many other states. Cut the cord. California is living off its past foundation. Communism will minimize Capitalism. The corrupted unions will fall in line with the Communist government to dictate to the rest of the states with the cargo received from their ports. The game is lost. To many from Central and south America are there now with a high percentage not assimilating. Reconquista will occur in the southwest although not totally with irregular boundaries. Only a military crackdown will forestall this.

I don't live in LA. so it's not my election. Do you live in LA?

Non citizens can't vote in our federal elections or our state elections. A few states don't allow locals to decide. Then again very few municipalities allow it in their elections anyway. It's illegal in my state so I urge them not to try and vote.
