Biden and the Democrats are major fans of terrorism; it's not a matter of 'standing down', it's a matter of the Democratic Party's full on funding and support of them, same as Obama. WE will see more huge plane loads of untracable cash being sent to several terrorist regimes under Biden, and no doubt Biden's CIA is already shipping weapons and instructors around the globe to train them in the latest tactics and techniques. We've already started helping the Taliban consolidate control and arrange mass murders of their new regime, with more aid to come flooding in soon, for instance. The next hotspot will probably be setting up the final massacres of Christians in Nigeria, next; the commies and Muslim bandits are being stymied there and need Biden's help; they can't finish them off and slaughter a few million without our expertise and weapons, and the Russians don't seem enthusiastic enough. The REd Chinese are only interested in plunder, and lack the proper enthusiasm Democrats demand in their mass murder agendas as well.

France was more of a deterrent to a Soviet invasion of Europe then we were; they weren't bashful at all about threatening to go nuclear and use first strikes, while we were busy making retreat plans like Operation Reforge and the like, pretty much at odds with any reality on the ground during the Cold War. Even Britain had a more aggressive policy than we did. Of course they had more to lose, too.
