I'm sure DEI didn't help things, but there are multiple factors involved here.

1) The geography/topography of California combined with wind currents leads to areas like LA being extremely vulnerable to fire. They get a lot of wind from the inland desert, which dries things out.
2) The water policies of California cause issues for their infrastructure. A lot of hydrants didn't have sufficient water pressure to help with putting out fires.
3) The forest policies of California (and in some cases, federal policies) don't allow for proper clearing of underbrush/forests in general, which creates a perfect environment for wildfires.
