Both, but there is supposed to be a stipulation that they can only hire the foreigner when there isn't an American qualified to do the job. And there's supposed to be a prevailing wage that they're paid. The problem is in enforcing those stipulations. There are professional advisors who are paid big bucks to show corporations how to get around hiring Americans, and that sucks. It's probably time for Americans to suck it up and get better at what they're doing too. The immigrants I think hurt us most are the unskilled ones who steal jobs, drive wages down, overcrowd schools and hospitals, deal drugs or traffic humans, stress our social services and commit a number of other crimes. We have plenty of our own people who can pick, drive, dig ditches, landscape, be nannies, maids, babysitters and do every other kind of manual labor. We need to get Democrats and neocons out of office and shut those damn caravans down.

Are you serious? How would you like to be put on trial and have to prove you're not guilty instead of the government having to prove you are?

What you just proposed is no different. The companies have to prove (actually they only have to 'attest' i.e. 'lie') that there are no qualified Americans to do the job and then they are allowed to bring in workers under the H-1B visas.

We're not the ones that have to prove anything, according to the conditions for the program.

I want the reasons for them to come here to be corrected. IE, the value of the USD being so far in the shitter, that $15hr is a poverty wage to us Americans. But it's an upper class wage to those coming here.
I want $5hr to be a middle class wage again. Just like it is in Mexico & South America.
