I've run meetings with people who had absolute opposite views on the topic at hand and it went smoothly and I didn't have to step on anyone toes.

It doesn't say "grievances approved by the city council", does it?

These fascists need to be checked at every move, to make sure the little Hitlers don't overstep.
Ideally, people like this should never have access to levers of power in any government setting, no matter how small.
We should NEVER allow people like this City Council member to feel comfortable or safe violating a citizen's civil rights like this.
