This is the settlement agreement. Let me paraphrase some of the poignant details.

-It will establish a board that consists of 5 people. Three of which are needed to award damages.

-Of those five, four are appointed by Blanche outright, and one "in consultation" with the majority leader. Whether they have to take the advice is not mentioned.

-All five can be fired by Trump for any or no reason. After which Blanche can appoint the replacement.

-Any decision they make can be kept secret at their discretion.

-Any decision they make is beyond review, either by Congress or the Judicial branch.
