Oh you used VA…even in GA you are wrong. First the renter has to get notice, then has seven days to reply, then a court hearing has to be scheduled. Then a hearing, and if the landlord wins the renter still has seven days to reply

President Ronald Reagan signed the 1983 Social Security Amendments into law, which included provisions for the taxation of Social Security benefits, making up to 50% of benefits potentially taxable income.

So really the taxes on Social Security do not effect many people at all, and it does not make much difference.

It accelerates how much money is coming out of the Trust Fund to meet current benefits. Why? Because income taxes on SS Benefits go back to the Social Security Administration to help fund current benefits.

That will result in a 25% cut in benefits as SS will only be able to pay benefits equal to revenues.

So we have a couple, let's say around average getting $2000 each, that's $48,000 per year. At 85%, that's $40,800 taxable. Minus the standard deduction for a couple is $30,000. 22% tax rate on the remaining $10,800 is a tax of $2,376.

Now once the Trust is exhausted those $48,000 in SS Benefits (remember married couple with both eligible) now get SS Benefits of $36,000 (25% cut) or a loss of $12,000 per year.

Yep, to save $2,376 in taxes now, they will get a hair cut of $12,000 a few years earlier.

That gets a little into the weeds and you are correct in that under the progressive tax system the tax rate would be lower.

I failed to probably clarify (to keep it simpler) as to whether Social Security was their only taxable income.

If the assumption is that Social Security is the only source of income, the actual taxes are one thing. However for the vast majority of retirees Social Security might be a major portion of their income, but probably not all. So in the real world it is logical to deal with the effective tax rate (Federal and State Combined) based on total income and the resulting effective rate. That's where the middle of the road 22% figure came from. It was under the assumption that SS was not the only income.

Because Income Taxes are not paid based on any order of priority of which money counts first, which money counts second, etc. Effective taxes rates can be calcualted simply based on Total Adjusted Gross Income and the taxes paid.

For my wife and I (married filing jointly) in retirement we have the potential for 6 additional importand revenue streams excluding SS (8 if you include SS) and some minor stuff such as interest from various Credit Union accounts/certificates. Other sources of income may include (general speaking):
  • Continuing to work Full Time
  • Continuing to work Part Time
  • Owning a business
  • Rental properties
  • Miltary Retirements
  • Employer Pensions
  • IRA/401k/403B/457/TSP distributions
  • Investment dividends
  • Interest from non-tax deferred savings, certificates, and bonds
  • Etc.
But thank you for pointing out what you said, it is an important distinction with the severity of the impact being graduated by total income and effective rates.
