The shift in manufacturing from any given country to another will take time that's for certain, but it won't take a decade for the vast majority of industries. I also wouldn't expect that if these tariffs are implemented as advertised that all (or even most) manufacturing will be shifted onto U.S. soil, rather it's likely that we'll see operations moved to alternative nations, for example manufacturing moving from China to say Vietnam, either that or manufactured goods will be passed through other countries that aren't subject to the higher tariffs (this is already happening).

If we're going to implement tariffs, then they need to be gradually applied over time to allow producers to adapt and for businesses to be able to forecast effectively.
