the report says it all—
“The reduction in the top tax rates appears to be uncorrelated with saving, investment and productivity growth. The top tax rates appear to have little or no relation to the size of the economic pie.
However, the top tax rate reductions appear to be associated with the increasing concentration of income at the top of the income distribution.”
These three sentences do nothing less than blow apart the central tenet of modern conservative economic theory, confirming that lowering tax rates on the wealthy does nothing to grow the economy while doing a great deal to concentrate more wealth in the pockets of those at the very top of the income chain.

The real problem in these discussions is that people always fall into the aspirin fallacy. If one helps you feel better, 10 will make you feel amazing. If 10 make you sick, then they're nothing but poison and you should never ever take them.
For example, the Ted Talk video you posted. I actually found it very interesting. I was expecting some mindless drivel calling for Utopian ideals. Instead, it was well presented information and hit a very true point. But at the same time, the discussion did not give an accurate treatment to the point. The message that was articulated was that
all inequality is a bad thing. But that is not supported in the data presented. Not by a long shot. We can reasonably infer from the data presented in the video that
too much inequality is harmful. But there was no data available that would justify saying that all inequality is harmful.
Tax cuts can be helpful to the economy. But not always. Some inequality is healthy. But not always.
