It's been like that for decades. It certainly was in my HS. If you were not "college bound" they did not give a shit about you.
A friend of mine took all the advanced classes in HS (he's very smart) but as his family was poor so he ended-up getting drafted after HS and going to Vietnam.
He survived that and came back and went to college on the GI Bill.....About a year later I saw him and asked how college was going and he said that he was thinking about quitting because of the way GWU professors were treating him due to his service.
It worked out really well for him because back then the .gov used to pick "talent" out of the colleges and put them to work.....He went to the State Department and worked there (and all over the world) till he retired.
