It does not say that all people need to be athiests, or Catholics, or Baptists, or Episcopalians, or Buddhists, or Muslims, or Satanists, or any of the other 10,000 religions in the world.
Likewise it does not say that citizens cannot embrace any of these faiths either.
That is what "secular" means.
