Insurance companies don't provide medical services at all. They provide deep pockets to cover medical expenses that might occur during the premium period. If the expenses don't occur, it isn't their fault, they were accepting the risk that they might. OTOH, if something else happened which increased the number and amount of claims, they wouldn't demand extra premiums after the fact.

The mostly empty hospitals laid off orderlies, janitors and cooks. In our local hospitals respiratory therapists had reduced hours and became screeners in the emergency room. Everyone was preparing the hospital for a surge that never came.
