I am not an American citizen but I did serve in the American Army in Vietnam and I wasn't alone. Even conscription applied to foreign residents in the US. As far as waving the national flag of Mexico I assume they are either Mexican citizens, former Mexican citizens, or just every day Americans who support the plight of Mexicans.
