They were looking for a war with Iraq.

Every single US & Western government has been controlled by the interests of the national and global elites - and not by some mysterious "Deep State".
Bush jun. assumptions were based on a fantasy report - filed by a "questionable" German Intelligence operative - who's report was valid as "unreliable and not trustworthy" that his operative account had been cancelled, was not transmitted to other friendly intel agencies within the required time-frame.

So someone in the US intel community thought he could get a promotion by forwarding that fantasy report to his superiors.
The CIA boss knew that Bush was looking for something/someone to lay the wrath of the American people onto. So this report was just the thing Bush needed. By the time the CIA resp. NSA found out that this was all crap - Bush didn't want to call it off anymore. The rest is history.

And no, not a single EU country is convinced that Iran was about to develop a nuclear weapons capability. Thanks to Taco inspectors weren't anymore allowed into Iran after 2018, so no one knew anything with any certainty - and neither Taco nor Bibi presented any substantiated evidence, to support their "claim".
