Do they lack money for opposing Islamic extremism?

I've recently read yet another story on an American teen from Virginia, a onetime honor student, who 'steadily embraced Islamic radicalism, supporting the Islamic State and urging others to do the same'. This path landed him in prison but there are many other similar cases ending quite differently.
I guess the scattershot approach of the authorities to steering young Americans away from Islamic extremism is evident. They have no money for this sort of activities or they are somewhat reluctant to deal this acute problem. What's up? They spend hell of money actually on ineffective battle on Islamic extremism in Syria and some other far away countries. They spend hell of money on numerous military maneuvers worldwide. Can anybody here explain their real motives?
