They can stiil do it. They can still plant trees. All they need is the ok from the city.
Ive seen one of these operations going down before in West oakland, whwere I was parking my truck, because I was doing some work on one of the adjacent ware houses. I actually stopped to help them. 'just a bunch of kids who really didnt knw wht they were doing anyways. I dont think most of those trees survived. There was no irrigation plan, just digging a big hole filling with fertilizer and filling it back up, in a vacant lot.

Sounds like a typical government project.
