If you deny the individual's franchise, how can it be said to be represented? He is being governed, but not represented by that government. How is this within within the standing law and the constitution?

Let's be honest about what unemployment insurance is. Hence the term "insurance' in it. It's main purpose is that if I spent the last 20 years getting very proficient in my craft, the investment employers put into me getting good at that job isn't lost when I desperately take a job at Walmart to pay the bills.
