So he was just presented with the classified report on the "Russia hack" - so why did he move with sanctions on them before getting the report? I'm sure he was getting updates, but wouldn't it look more legitimate if he waited until receiving the full report?

Hasn't he learned his lesson from repeatedly acting on incomplete information? (Professor Gates, Ferguson, etc etc etc).
