It NEVER looked at skilled labor. It's only effects were reduce the amount of European white immigration and flood the country with latino immigration. The Democrats had a design of artificial growing their base with leftist loving Latin America. It also increased the level of foreign born population.

The intent was to have people immigrate to this country that has skills to make this country better. Yet it flooded the country with unskilled immigrants.

Reagan's actions were directly tied to legislation that had already been passed and signed into law. Reagan was simply making a modification.

What Obama wants to do is go completely on his own with an executive decision, sidestepping legislation altogether.
