Mueller isn't even handling that case, it is in the Southern district of NY and Cohen was not a cooperating witness with them... he chose not to be, thus their hard stance, (bad cop routine), by them.... he did cooperate with Mueller on the Russian collusion case,

and for Cohen lying before Congress about his and President Trump's Russian connections, a felony, Mueller recommended zero extra time.... (good cop routine)

I think they, the Southern District of NY... bad cop, is trying to get Cohen to talk more on other crimes he committed in New York, showing him if he does cooperate with them, as well as he did with Mueller... good cop, then he could get a lower sentence... and that's all that is going on here...
