they have trouble winning with the present make up of LEGAL voting citizens, so why not import them.

I wonder if you and the author saw what happened in the 2018 midterms. Democrats found plenty of new voting blocks. Suburban voters especially women have turned against the GOP. Well educated and young voters have turned against the GOP.
