Trump is not in the senate, duh. (The shutdown occurred because of the filibuster, and democrats not voting for a CR)

In the US, the President is expected to lead the country and his political party.

For example, Obama had Obamacare.

Obamacare is actually called the Affordable Care Act. Why? Because it was an act made by Congress. Why would it be called Obamacare if CONGRESS passed it?

Because Obama pushed for it, he stood on a platform of doing something about it, and he made it happen by using his skills to get congressmen and women behind him.
