One obvious SS reform that is long overdue is reducing or ending the SS benefit for senior military officers who have a retirement pension of at least $9,000 per month. There are a whole bunch of retired O-5s (lieutenant colonels) and above who get a monthly retirement pension of $9,000 to $12,000--again, per month--plus free Tricare for Life supplemental health insurance, plus lifetime access to tax-free shopping on military bases. Such folks should at least have their SS benefit reduced by 75%. For current recipients, this could be done in a gradual way, perhaps over a period of three years.
That tax-free benefit went away years ago. Limited purchasing power by the Navy Exchange and AFEES have led them to have costs comparable to that in the local community despite their tax-free status. My daughters both had exchange and commissary privileges for years and chose not to shop there because there were not any particularly lower prices.
 
Folks, the only viable, rational way to save SS is to (1) raise the SS retirement age for full benefits by a few years, (2) remove the cap on the amount of earnings that are subject to the SS tax (the payroll tax),

The other problem I see with that are that irresponsible people, who spent every cent they earned and have no impulse control, will opt for the cash-out, run through it in a few years, and then arrive at age 72 or 73 without a cent, and with no SS payment. Then they will cry poverty and get all sorts of welfare - putting even more of a burden on taxpayers.

(I remember when I was about 30 and quit my first job, and I wanted to rollover my 403b (or whatever it was called) to my IRA via a direct transfer. It took HR months to do it, and when I asked what the problem was, they said that in all the years of them working there, they never had a person want to transfer to an IRA. Every single person always took the cash.)

But on the other hand I work in HR as the resident computer geek. One job I would never take is our FMLA/Retirement Specialist. Straight retirements are not bad. But there are things she has to deal with that I just couldn't handle.

People that need to pull a full distrubtion of their retirement account and 401K/403B because - they have a terminal decease. Those are rough, but make sense why the people need to close out their accounts.

So the top 10% of household hold about 2/3rd of the wealth in the US.

The bottom 50% of households hold about 4% of the wealth in the US.

Now into this we would need to integrate data on Total Tax Burden as a function of income level.

So who do you think pays more in taxes as a percentage of income the poor and middle class or the top 10%?

We don't tax wealth, we tax income.

You need to use income distribution.

The bottom 50% pay basically 0% federal income tax.
The top 10% pay about 70% of federal income taxes.

First of all, you have no idea how much money I have, or earn. secondly, if they pay the same percentage as I do, earning what they do ,they are paying more than i am anyway which is fair! Thirdly it is Un American to ask any one person to pay exorbitant amounts, simply because they have been more successful, that is called coveting.

Yes it is coveting and no the rich should not pay a higher percentage than any other American, figure it out genius, 25% of a Million is more money than 25% of 100,000

Of course it is, and the RICH should pay an equal or higher ETR than the poor, (the R stands for Rate) but currently many don't because they abuse the system.

Just like when you grocery shop, you don't get nor expect a 'lower tax rate' because you are spending more at the grocery store.
You buy more, you pay more in tax. (But the same Rate)
