Considering Garcia's human trafficking activities in Tennessee as well as his Wife Beating, it sure looks like he is a member of MS 13, and certainly undesirable in any occasion.

The judge said he was credible and consistent that he was being threatened to join a gang in El Salvador and fled to the safety of the United States which is why the judge ordered he could not be returned to that country.

He was being threatened by a member of a rival gang.

Further, the gang he was threatened by, Barrio 18, has been neutralized by the El Salvadorian government, so that is no longer a threat to him.
