Several years ago, this guy was twice determined by the Fed already to be living here illegally from El Salvador connected with the MS-13 gang. When Trump took office, they identified MS13 as being a criminal, terrorist international gang--- that makes their protection from and handling of such people entirely a matter of the DHS and ICE to handle.

No judges, no congress bullshit required.
