That is your allegation. I shed no tears for their deaths...but we have laws in this nation and there are international laws as well.

There are no judges either in state or federal court systems that have jurisdiction over those particular geographic locations. In short none of them have any standing to bring any charges.
The international Court may have an angle.
But they won't get any cooperation from the US for prosecution or extradition.

In the meantime maybe you can come up with a pretty good reason why those votes would be violating maritime law and speeding through clandestine Waters heading undeveloped areas of the United States Coast.
