So doesn't the discussion need to be centered around the defintions of those terms? And can't the health status of the fetus be determined before this?

I'm sure as hell no doctor, but some calm and reasonable question and answers seem appropriate here. Obviously this is a rare procedure, but it's fair to have a better idea why it would be needed.
