If pi were an important metric in marriage, public education, trade and other human interactions requiring legal guidelines, and if some ridiculous people were saying that "there is more than one way to be pi," or "pi is whatever the person using the word 'pi' means it to be," then yes. the value of pi would need to be legislated.

I assume that the legal definition would be "the ration of the circumference of a circle to its diameter," the mathmatical definition that has been used for centuries.
