The leader of Brazil has been pushing this aggressively, along with more funding to their development bank. Trump made the threat and based on this alone he is going to have to make good on it against someone. He probably starts with China but it could also be a broad, standardized tariff to raise money for your treasury, help pay down your massive, national security threat debt.
