Wow, can you actually get a permit there. When I lived in Stanislaus county over 10 years ago, the sheriff was not particularly accommodating with permits. They even banned open carry in town.

It is interesting to note that IIRC:
1) No one actually helped Penny until significantly AFTER the train was stopped.

2) Neely was alive when police came. The police did nothing for several minutes.
