The Texas Department of State Health Services told CNN the shortage of pediatric ICU beds is related to a shortage in medical staff.

"Hospitals are licensed for a specific number of beds and most hospitals regularly staff fewer beds than they are licensed for. They can't use beds that aren't staffed.

I am not sure why judge Clay Jenkins is the authority here, but whatever. Reality is what it is. If there are no ICU beds, you just have to hang on or be transferred until one becomes available. Maybe because I live in a city in which so many people regularly get transported to one of the University Hospitals out of town, it doesn't shock me that this stuff happens.
