Criteria for Victory in Iraq

What are the criteria for victory in Iraq?

Let's all try and keep this thread on point and on topic.

1. A stable, republican form of government with free elections.

2. An army/police force that is capable of defending Iraq from threats within and without.

These two things will enable Iraq to step up oil production and generally maintain a growing economy.

I'd like #1, which they are on the road to, but not sure they'll keep.
