I assume this was about the H1N1 flu strain in 2009. The CDC estimates that almost 61 million people in the US got that. I don't know if describing it as not as infectious is accurate.

While reacting quickly to a pandemic may be best, the reaction we've seen around the world is, as far as I can recall, unprecedented.

The reaction in the United States to fight the pathogen was over a month late.

The H1N1 was no more infectious than seasonal flu. A vaccine came online pretty quickly. I got it myself.
