it certainly isn't a direct line as far as I can tell. I guiess the idea is that all funding from all sources becomes part of a single collection of funds the college has access to. ANY use then might be using a dollar that came from federal sources which were filled with tax revenue. So each and every action by the private school then has to be seen through a strict lens of federal guidelines. If taken one step further, a private university might buy prayer books for student organizations. Therefore federal funds are being "used" to endorse religion and this would then be called a violation of the first amendment even though the school is a private one.
