Cop uses pedestrians as speed bumps.

If they didn't want to get run over, then they should not have been blocking the street, and behaving in an apparently hostile manner.

Depends. I only have that moment in time but I do know he/she ran over people in the street. Just another asshole that shouldnt be a cop.
