1. Suicide by cop.
2. The cop obviously didn't want to shoot him.
3. The cop just had to put this criminal out of his misery.
4. He is now dead, that's what he wanted, he got it.

7. The shot person had seems like ten minutes to comply, he made a bad choice, and got shot.
