This is happening all over. Our hyper aggressive, federally funded, dishonest militarized cops are targeting people, instigating aggressive confrontations, and arresting and killing people for no reason.

"A police officer who witnessed Sandra Bland's traffic stop said the Waller County district attorney would not let him testify before a grand jury about facts favorable to Bland, a community activist and former Waller County justice of the peace said Tuesday."

There IS a systemic problem. But it's simpler than all that conspiracy stuff. Govt just doesn't give great citizen interactions. It's actually doing the best it can given realistic expectations. Start having local govt PAY for false arrests, stupid mistaken warrants, loss of job due to overcharging on fines and time away from work when THEY screw up.. That's INCENTIVISING competent performance. Not talking specifically about the beat cops and the firemen -- but their MGT and bosses and unions.

Which BTW gets to the point about some one making "$40 to $50K per incarceration.. That's a GOOD thing. Because lord knows --- the munis/states need to concentrating on the Justice System and street enforcement and that "profit" actually saves the taxpayers from a LARGER bill incurred by MORE pension-laden folks who have no real incentives to be efficient or excellent in their jobs.

Even Govt run prisons are probably more than 50% privatized anyways.

Police can't "suspect" you have an expired licence and stop you unless they have recently had proof your licence was expired, such as recently citing you for that offense.
