Apparently, South Africa has the highest statistics of adult penis amputations as a result of incorrect circumcisions ages 18 and above. But in the US too, bike accidents and other factors lead to this as well. Considering that cutting off the dick leads to "intense sexual frustration", why don't the hospitals cut the patients' balls off too with it? Is there a legal problem with this? And if cutting off the dick is deemed necessary to save a patient's life, does he have the right to refuse consent to the operation?
