Congress is functioning perfectly before raising their pay, if in fact that is what they did. Gridlock is best for the taxpayers. A do-nothing Congress does not spend money.
Oh yes they do.

They can't fix immigration and they haven't passed a budget in 30 years but they can still spend money.

It's the one and only thing they're any good at
