And? If they don't have a criminal record, the cops can't touch them for any crime.

What you are asking for is Pre-crime......and again....the gang members carrying guns do so with multiple felonies, primarily because when they are caught with illegal guns, the democrat party prosecutors, judges, and politicians, release them...on bail, and on short sentences despite repeat gun violations....

Gang members as the reason to not allow normal people to carry guns for self defense is a weak point...considering the gang member are more than happy to use illegal guns, and to use those illegal guns in crime and murder.

Gang membership often starts at 14-15 years of age, sometimes younger.......they can't legally carry a gun constitutionally or with a permit......by the time they can actually legally use the Constitutional carry provision, they have long histories of crime and violence.

Your concern is not a real concern.
