Followed by North Carolina with 270.133 then Massachusetts with 268,627 , Virginia 231,033 , New York 210.133 Connecticut 206,700 , South Carolina 180,000 , New Hampshire 87,802 , Georgia 56,071 , Rhode Island 52,946 and Delaware 45,385. As far as voters go .they had to be white and landowners. That further decreased the power of the southern states. The enticement of the electoral college to get them to join was a good incentive.
