Like if the US Navy finally decided to stop policing the world's Oceans, some other power with far less scruples than us wouldn't immediately try to take over, and their version of policing would be far more extortion-y.

I'm probably more on the line of I'd rather it be us than someone else, but mostly when it comes to naval issues.

Our economy relies too much on imports, and I mean strategic imports, not cheap rice cookers from china, to leave it to a bounty system.

Well Mao certainly did a lot to solve China's overpopulation problem, if you consider the 40 to 80 million victims due to starvation, persecution, prison labor, and mass executions.
