If that memo says he was asked to end an investigation in a manner that would obstruct justice, he would be legally bound to report it to the asst.AG. If he felt there was an attempt and didn't report it, he's committed a felony. He didn't report it and said weeks later no attempt had been made. I don't know how anybody could find any other meaning from my OP and continuing remarks.

Put the memo out of your mind, it's irrelevant. Without an attempt to obstruct justice there is no criminal or negligent action you could pin on Comey

Eitehr A) Trump obstructed justice and Comey did something wrong

Or

B) Trump didn't attempt to or obstruct justice and no matter what the memos say, Comey acted appropriately on this topic.He had no obligation to do anything because Trump didn't obstruct justice.

To pin something on Comey on this topic is to pin something on trump, you can't separate the two. There is no law about writing memos on this topic

The whole reason Mueller was appointed Special Counsel in an unusual way close after Comeys firing is to save Comeys ass, knowing there is no case against Trump. Brennen has survived by his wits, Comey by his willingness to jump when Clintons said jump. Brennen has his visible ducks in a row including notifying Congress, Comey does not. Comey has fall guy written all over him and that might not be good for Clinton and company.
