Good starting point for 'peace negotiations' was in November/December 2022 when Ukraine could start them from the position on strengths (though, admittedly, it is a relative term in those circumstances).

It was the time when Ukraine liberated great chunks of occupied territories (almost all Kharkiv oblast and the west bank of Kherson oblast). And Russian officials repeated that negotiations isn't 'impossible'.
