If his charges are at the State level, the pardon authority rests with the governor.

Selling influence is standard operating procedure in Washington DC. It is one of the swampiest part of Washington DC. It is ironic the man who was going to drain the swamp seems to be filling it.
But the case on Cohen. First why did he lie about everything if it was all legal?
The smallest infraction is he should have been a registered lobbyist and foreign agent to do what he was doing.
Cohen used funds from his "lobbying" account to pay hush money for Trump.
What did Cohen promise his clients and what did they get. Was Trump complicit?
How did he get a client who was funded by a Russian oligarch who is close to Putin
Did Cohen go to Prague for Trump to meet a Russian and then lie about it? Indications are he did.
The slam dunk charge is bank fraud. As they reviewed the loans and paperwork Cohen has filled on a personal level and for his various companies including the LLC he collected lobbying money and paid Stormy and others, he blatantly lied. The transfer of funds based on false information also appears to be wire fraud.

This information in the public, I am sure Mueller has much more.

It depends. Cohen could be bad news for Trump if he was negotiating for help in the election and giving the Ruskies something for it. Cohen could also be bad news for Trump is some of the post-election cash people gave to him ended up in Trump's personal or biz bank accounts.

I don't even guess anymore where this goes. I thought we'd learn that Trump the business entitiy was owned lock stock and barrel by the Ruskies, but the Trumpbots wouldn't care, and standing alone there's probably nothing illegal beyond banking law and tax issues.
