Nah. Make them nonexistent again. These institutions don't heal the problem; they merely contain it. They don't do anything to help the problem. In that regard, they are totally useless. They claim to simply be a means of stabilization, but as we can see with this guy, institutionalization did not one iota to curb his homicidal inclinations.

I'd say resurrect the asylum system again, but there aren't many people out there equipped to handle the mentally disturbed on such a long-term basis. Some are just too emotionally brittle.

I've been in mental hospitals with people who had murderous tendencies, and they were kept there under court order. I even overheard the orderlies and the charges talking about it once.
