It goes back to the failed Thetan invasion of 1782, which forced President Washington hide the real constitution in a hidden emergency vault while displaying the decoy that we're all familiar with today. After driving back the Thetan invaders and negotiating a peace deal whereby the United States hands over 5000 black people to the Thetan overlord as slave labor, the 11th amendment to the constitution was ratified. It required the real constitution to remain hidden and created the NSA, which is tasked with top secret operations to repel further invasions and eventually eliminate the Thetan enemy ("NSA" stands for 'No Space Assholes'). The 11th amendment also grants the President power to pass legislation via executive order if and only if it is directly related to anti-Thetan military preparations.

The real problem that you fail to comprehend in your micro brain is the Supreme Court decision in US vs Alf, where the court held that the Framers' understanding of "Thetans" as appearing in the 11th amendment was a generic label for any extra terrestrial civilizations as a whole. The year 1933 is the year when Aspheni began showing up, claiming to be authorized carriers to ferry the black slaves. Three years later when Aspheni spies were caught trying to infiltrate IBM, the President began using EO to begin anti-Ashpeni operations, believing that the country was in imminent danger of attack. Prescott Bush filed a lawsuit, claiming that the appropriation of funds was unconstitutional because the 11th explicitly stated EOs had to apply to anti-Thetan operations. Bundy does not recognize federal authority over land where his ancestors first settled in the 1880s, which he claims belongs to the state of Nevada. The Bureau of Land Management disagreed and took him to federal court, which first ruled in favor of the BLM in 1998. After years of attempts at a negotiated settlement over the $1.2 million Bundy owes in fees failed, federal land agents began seizing hundreds of his cattle illegally grazing on public land last week.



WHETHER OR NOT CLIVEN BUNDY RECOGNIZES THE UNITED STATES FEDERAL GOVERNMENT IS IMMATERIAL.
THE LAND THAT HE HAS BEEN USING, IS NOT HIS, AND EVEN IF IT WERE HIS, HE OWES TAXES TO THE CITY, STATE AND FEDERAL GOVERNMENT.
AND BECAUSE THE LAND IS OWNED BY THE FEDERAL GOVERNMENT, HE OWES GRAZING FEES FOR THE PRVILEGE OF GRAZING HIS CATTLE THERE.
