public schools should be ran by the communities not the feds

I disagree with all of that. What part of "all rights are reserved for the states" do you not understand? The Federal government has zero constitutional right to dictate to the people of a state, how their state is run.

If California wishes to teach all their students Spanish, that's on California.
What's pathetic, is that even Canada understands our constitution better than we do. You don't see Canada saying that all provinces must teach exclusively English, do you? Because Quebec to this day teaches French, and many people don't speak English there.
Now if I was in that state, I would push to keep English as the primary language. It's better for everyone of that state.

If you believe each state has a right to teach its own language how many languages must an immigrant learn to come to America?

I don't 'demand' anything. If they want to come here, I do believe that speaking English should be a requirement, because without knowing the language it is extremely difficult for an immigrant to do well in this country.
That should be a requirement for entering the country. And entry into the country, is something that falls under the authority of the Federal Government.
What schools teach in a state, is up to that state. Again, if you live in X state, and you wish X state to teach English, that is up to you and the citizens of X state to decide. Not the Federal government. All rights are reserved for the states, and yes I will keep saying it until you stop deny it.

But this is how every dictator starts off. They start off by making what they consider reasonable demands to remove freedoms from the people. But the moment you find a rationalization to remove one freedom, someone else will use that same rationalization to remove another freedom, and another, until you end up with Venezuela, and the military is deployed in the cities, to enforce food rations.
Venezuela didn't get that way, over night. It happened over two decades of eroding the freedoms of the people, until it's a concentration camp.
