If you want to argue that environmental factors and prenatal care are factors, that is also fine. All I have stated are facts. You can make of them as you will.

I believe IQ, not necessarily intelligence, is very much environmental. The people on the island of Haiti, which is predominately black, don’t have the same environmental advantages that many from more well developed countries have. Stating that those on Haiti may not be capable of creating the same level of infrastructure as a more developed country is not racist, it is simply a fact. To add to the complexity, we know that genetics play a role in intelligence. Those of Jewish decent tend to have higher IQs. Jewish is not a race, but they tend to marry within their group, passing along good genetics with respect to IQ. If a highly intelligent black person marries another highly intelligent black person, they are more likely to have a highly intelligent black child.

So, to answer your question, no, I don’t think race is a determining factor in determining intelligence, however, groups of people that have not grown up in good environments(nutrition, prenatal care, etc.) over centuries tend to pass along genes that are not conducive to higher IQs. Generations of white people living deep in the woods in WV would be an example of such, as would black, Asian or Hispanic people in economically deprived environments, like Haiti. None of these means that any one individual from WV or from Haiti(white or black) couldn’t be the next Einstein.
