Court order medication and enforce it. You can go to the hosptial or you can take your pills.

Joe doesn't believe in punishing criminals. He knows they're all possible converts to communism and would make great soldiers against America.

I believe in handling problems intelligently.

Most industrialized democracies don't have 2 million prisoners with another 7 million on parole or probation.

They have substantial social welfare programs, so no one has to resort to crime to eat.
They treat the mentally ill.
They treat addiction like a medical issue and not a criminal one.
They don't let every yahoo who wants a gun have one.

But with Conservatism, "The Cruelty is the Point".

This man should have been in a mental hospital. Instead, he was wandering the streets until the voices in his head told him to do something horrific.
